1 Sec. 5. Appropriations. - The Secretary of Social Welfare and Development 2 shall include in the DSWD's programs the implementation o f this Act, the funding of 3 which shall be included in the Annual General Appropriations Act. 4 Sec. 6. Im piem enting Rules and Regulations. — The DSWD, in coordination 5 with the NCDA and in consultation with the Department of Interior and Local 6 Government, the Department of Health, the DOLE, the Department o f Finance, and 7 the Civil Service Commission, shall promulgate, not later than ninety (90) days after 8 the effectivity o f this Act, the necessary rules and regulations for its proper and 9 effective implementation. 10 Sec. 7. Separability Clause. - If any provision of this Act is declared 11 unconstitutional, the same shall not affect the validity and effectivity of the other 12 provisions hereof. 13 Sec. 8. Repealing Clause. - All laws, presidential decrees, executive orders and 14 rules and regulations inconsistent with the provisions o f this Act are hereby repealed 15 or modified accordingly. 16 17 Sec. 9. Effectivity. - This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper o f general circulation. 18 19 Approved,
