Marginalization in Decision-Making Bodies
The FES report on women and trade unions in the Philippines in 2001 noted the marginalization of
gender concerns in trade union agenda. In many cases, Women’s Committees are mostly token
structures, and women often felt they have to continuously prove themselves worthy of their

leadership positions.
Access to Public Services
Clean water and sanitation
Based on 2014 data, the percentage of households with safe water supply and sanitary toilet facilities
is 85.5 percent (MDG target: 86.8 percent) and 94.1 percent (MDG target 83.8 percent),

respectively. However, it was noted that the proportion of improvement was higher in urban than
29
in rural areas. The UN Water GLAAS also identfied seven groups disadvantaged in the Water,
Sanitation and Hygeine in the country: poor populations, indigenous populations, remote
populations, displaced persons, ethnic minorities, people living with disabilities and women and
30
children.
Electricity and Energy Use

As of 2014, 89.13 percent of the population have access to electricity; in 2013 majority of which is

in the urban areas (94% compared to 82% in the rural areas).
