The tool may not yet apply to all types of investments – it would have to be revised and refined for it to make it applicable to concessions, State-owned companies, and investments that have been operating for longer periods. Noting that developing an effective scorecard system requires a long and thorough consultative process, this tool is not to be seen as a finished product but rather, as a work-in-progress.
