We recognize the precarious situation of human rights nongovernmental organizations, including anti-racist non-governmental organizations, in many parts of the world and express our commitment to adhere to our international obligations and to lift any unlawful barriers to their effective functioning; 119. We encourage the full participation of non-governmental organizations in the follow-up to the World Conference; 120. We recognize that international and national exchange and dialogue, and the development of a global network among youth, are important and fundamental elements in building intercultural understanding and respect, and will contribute to the elimination of racism, racial discrimination, xenophobia and related intolerance; 121. We underline the usefulness of involving youth in the development of forward-looking national, regional and inter- asdf United Nations 44
