WOMEN’S AND LGBTI PERSONS’ HUMAN RIGHTS: For 2020, CHR Region 3 have seven (7) High Profile Cases Involving women and one (1) LGBT Case. 1. CHR-III-2020-0050 Re: Alleged Punishment imposed by a barangay chairman in Pampanga to curfew violators involving LGBT members during ECQ. There were eight (8) curfew violators who were caught by barangay volunteers. They were brought to the barangay hall. Out of the eight curfew violators, three (3) are members of LGBT community and one minor, a fifteen year old. At the barangay hall, the 3 LGBT were ordered to kiss each other and do a sexy dance in front of the minor who is one of the curfew violators. But before doing the kissing, they were ordered to do TIK TOK but they did not follow due to humiliation. They were ordered to do 20 push-ups. While the other violators received other types of punishments. The said order was documented in a Facebook live video of the barangay chairman. On April 6, 2020, the barangay captain posted a video showing apology to all curfew violators who underwent different punishments for breaching quarantine protocols due to said video which went viral. Presently, the undersigned sent messages to two of the victims on their Facebook account via messenger but failed to receive any reply from them to validate the incident. 15
