Annex 5.1 Focus Group Discussions with Farmers/Fisherfolk and Indigenous Peoples from Region XI FGD Digos (Indigenous Peoples) Place of Origin Issues/Comments Compostela Valley/Davao -They are aware of some Oriental social protection programs like Senior Citizen’s Discount, 4Ps, SLPs, PhilHealth incentives like “no balance billing” in hospitals -There is delay in release of senior citizen pension, 4Ps and MCCT payout -There are deductions during MCCT payout which are not properly explained or is not fair (when they fail to attend meetings, they are deducted Php500) -There are delays in the handout of TESDA training toolkits Davao Del Norte/Davao City -There is good awareness within the group of various Social Protection programs not only from the National Government but from the Local Government Units as well -Issues in selection and qualifications of beneficiaries -Lack of proper coordination with beneficiaries -Issues with standards for IP scholarship -Distance of school from Ancestral Domain -Lack of infrastructure especially farm to market roads in IP areas Davao Del Sur/Davao -Again, there is good overall Occidental awareness of basic social protection programs -They assert that only 60% can avail of these programs due to: 76 Recommendations -Evaluate the policies and implementation of the Social Protection Program -Ensure protection of ICCs and IPs especially when filing legal actions against erring government officials, private companies, and individuals found violating the provisions of IPRA Law -Proper coordination with legitimate tribal councils and leaders -Conduct free mobile registration for Social Protection services within the Ancestral Domain -Approve and implement the 1% national budget for IPs -Easier access to basic services -Construct infrastructure especially schools within the Ancestral Domain -Recognize the FPIC process -Government agencies should coordinate with IP leaders and IPMRs -Government should provide free access to birth/marriage/death
