Observations of Community Stakeholders The Barangay Local Government Units (BLGUs) are mandated by a directive from the Department of Interior and Local Government (DILG) to créate a Team or designate a Focal Person solely for Gender and Advocacy (GAD) matters. One of the concerns of this Team or Focal Person is issues on Violence Against Women in the community or barangay. From time to time, these persons undergo trainings, attend seminars to keep herself updated of recent trends and new policies by the government. At times, a non-government organization (NGO) or educational institution could initiate or organize capacity-building activities for the community leaders especially those VAW focal persons. From the key interviews, here are excerpts from the responses cum observations of the VAW Focal Persons in the 5 barangays. “So far most common violence in incidents in Tumaga is physical battery. Most of the victims do not like to file case in court because they pity their partners suffering in prison. Oftentimes, they end up with settlement,” said Focal Person 1. “However, we must continue with the information campaign regarding rights of women and increase awareness,” Focal Person 1 added. 91
