2. Inquiry on Duration, as to the regular or normal period of duration
for resolution (if at all) on VAW cases or incidents;
3. Inquiry on Locale, as to what places where these VAW incidents
have been reported from, per their respective records;
4. Inquiry on Culture-Specifics, whether they have documented
VAW incidents where the women are Muslims or Indigenoues
People, per their respective records;
5. Inquiry on State Actors as Eyewitness, whether it has happened
that the verbal abuse or threats (as the violence) happened in their
presence or in the presence of their office representatives who may
be the investigators or social workers;
6. Inquiry on State Actors as Interveners, as to how did their
respective intervention(s) proceed; and on the
7. Inquiry on State Actors as Justice and Peace Stakeholders, if
they see their or their office as having an important role in justice
and peace, and in the global campaign against Violence Against
Women and Children.
The key interview guides were set to guide the lead researcher and
research assistants on the interviews from respondents depending on the
needed data. These KIGs are directed to VAW Focal Persons, the legal
experts, the psychoneurology expert, the victim-survivors at the WCC, the
victim-survivors at the five barangays.
Data Collection Methods
The data were taken from responses of survey questionnaires, from
interviews some of which were in-depth, and focus group discussion. Most
of the interviews were person-to-person, few were done by calls over
mobile phones, and owing to the restrictions imposed by law due to the
pandemic, a handful were done via social media, specifically via
Messenger.
Focus Group Discussion
The FGD participants were identified based on respective government
agency reports where Gender and Development (GAD) is a priority
program and Violence Against Women (VAW) is a focused concern. These
are representatives of the following institutions, namely: the Commission
of Human Rights (CHR) Regional Office 9, Zamboanga City Police Office’s
Women and Child Protection Desk (ZCPO-WPCD), Department of Social
Welfare and Development (DSWD) Regional Office 9, Zamboanga City Local
Government Unit (ZCLGU).
