commend your Committee and the Committee on Commerce on the penetrating
and discerning evaluation of vehicle emission control progress that your Hearings have provided.
Sincerely yours,
ROBERT G. DUNLoP,
Chairman of the Board.
Senator BAim. I have no further questions.
I would like to once again commend the witness on his statement,
and for his candid responses to the questions.
Senator BAYR. Senator Scott.
Senator ScoTr. Thank you very much, Mr. Chairman.
Mr. Dunlop, I will repeat what Senator Baker has said as to the
great helpfulness of your statement, because it is most useful, as these
hearings are, in educating us on the problem with which we are not
familiar. I am going to ask questions only in one area.
As head of the Petroleum Institute, engaged in seeking the ultimate
clean engine-and I haven't heard anything yet about the problem
of pollution from aviation, yet it is a common experience of all of us
to notice these great clouds of what looks like powdered graphite
coming out of the exhaust of every plane which passes overhead. And
there isn't a street, a house or yard in this city which hasn't been
grimed to a degree by this exuberant excretion of noxious materials.
[Laughter.]
I wonder how much research is being done to clean up the pollution
caused by these monstrous craft as they go overhead.
Mr. DunLoP. Senator, I wish I could be more encouraging in that
regard than I feel entitled to be in connection with the automobile
engine. Generally the pollutants from jet aircraft aren't viewed as
being as significant as those of the automobile, because they occur in
the atmosphere at higher levels. And they don't create the problem
that the automobile emission does at essentially ground level.
I must concur with you that this is an area that increasingly should
have attention.
Senator BATH. If the Senator will yield, I might point out that the
Subcommittee of Public Works has a study that was conducted by
the city of Los Angeles which we should make available for this hearing. There is also an additive that is being considered for addition
to aviation fuels which, if it works out, is supposed to take care of
this excretion.
Excuse me. I thought the Senator would like to know about that,
and we could make that available.
Senator ScoTr. I am glad to know of this.
What I am pursuing is an effort to discover whether there is any
extensive research being undertaken either by private industry or by
the Government which has specific application to this problem of
pollution by planes.
Mr. DuNLoP. I do know this, Senator Scott, that the oil industry
is directing attention to these problems insofar as jet fuels and diesel
fuels are concerned, because the problem is somewhat similar in those
two fuel usages.
As the chairman has indicated, there are additives that can be added
to both jet fuels and diesel fuels that make a very substantial contribution to the elimination of the problem that you see either going
