In the ADL cases which were not drug-related, the victims are observed to be
allegedly involved in the commission of crimes such as rape, theft, and robbery
or has an affiliation with the CPP NPA. One of the cases involved killing of three
(3) high profile members of the CPP NPA- Julius Giron a member of the political
bureau and the chairman of the National Military Commission of the CPP-NPA,
overall chairman of the CPP-NPA, and head of the CPP-Northern Luzon
Commission; Ma. Lourdes Dineros Tangco, a medical doctor and member of
the CPP Executive Committee, and Arvie Alarcon Reyes served as security
aide of Giron and a member of the CPP-NPA Northern Luzon.
Four (4) of the EJK cases were drug related. In all these cases, the victims were
dumped in a secluded area where the victims might be discovered by
passersby only by chance. Also, it was observed that the victims first went
missing for a day or days and then was found dead. Two of the victims were
shot to death and the other two suffered puncture wounds in their bodies and
strangulation mark on their necks similar to the other drug related cases
received by this office. In all the cases, it was reported that the victims did not
die on the spot where they were found but some place else since the amount
of blood found at the scene does not match the injuries which was sustained
by the victims. The killings were all carried out with impunity.
The most prevalent Gender Based Violations (GBVs) in the region based on
the record of reported cases with the Police Regional Office- Cordillera
(PROCOR) are Violence Against Women and their Children (VAWC) under R.A.
9262, Rape, and Acts of Lasciviousness. Out of the 217 GBV cases reported,
there were 83 cases of VAWC, 73 cases of Rape, and 25 cases of Acts of
Lasciviousness. Of the 73 cases of rape, 58 cases were committed against girlchildren.
Reports received from other agencies show that the implementation of the
Luzon-wide Enhanced Community Quarantine (ECQ) on March 16, 2020 and
the consequent quarantines to contain the spread of the Corona virus has
affected various sectors of the society and that of every person. There was
actually an immense adverse effect on Economic, Social and Cultural
Rights(ESCR) of the people.
National Economic and Development Authority (NEDA) – CAR reported that
various sectors in the region incurred more than P15.6 billion in losses with the
implementation of the Luzon-wide Enhanced Community Quarantine (ECQ)
to contain the spread of the Coronavirus Disease 2019 (COVID-19). According
to Catajan (2020), the tourism sector in CAR recorded a loss of P1.4 billion with
expected arrivals lost pegged at 327,637 from March to April representing
forgone tourist expenditures for two (2) months; and a total of 186 tourism
establishments and 277 tour guides have been displaced in the region. The
