7 1 (c) Child Find System (CFS) refers to the system of 2 identification, location, and evaluation of all learners with 3 disabilities who are not receiving basic education services 4 for purposes of facilitating their inclusion into the general 5 basic education system. It likewise covers learners below 6 five (5) years old who are not receiving early education 7 services and programs under Republic Act No. 10410. 8 For purposes of this Act, a child refers to a person 9 below eighteen (18) years of age. Age shall be determined 10 either by the chronological or mental age of the learner 11 with disability, as may be appropriate. 12 (d) Deaf refers to a sub-set of deaf individuals with 13 hearing loss who use the natural visual language of the 14 community and support its goals and values as a linguistic 15 and cultural minority. 16 (e) Early Education refers to the education of learners 17 below five (5) years old pursuant to Republic Act No. 10410 18 which adequately prepares them for the formal learning 19 system that begins at kindergarten.
