35 1 (c) Ensure that learners with disabilities are 2 guaranteed their right of access to free public early and 3 basic education services; 4 (d) Participate in the development and 5 implementation of an efficient and effective CFS in 6 collaboration with the LGUs, the ILRCs, the Early 7 Childhood Care and Development (ECCD) 8 organizations of persons with disabilities; Council, and 9 (e) Implement policies and standards for the use of 10 learning delivery modalities for learners with disabilities, 11 including the training of their teachers on distance 12 education; 13 (f) Supervise, monitor, evaluate, and assess the 14 compliance, operations and performance of the schools and 15 the ILRCs and their personnel pursuant to this Act, and 16 regularly submit reports thereon to the Secretary of 17 Education (Secretary). It shall likewise collaborate and 18 coordinate with the ECCD Council with respect to its 19 mandate, and with other implementing partner agencies;
