(y) Universal Design as defined in the “United

Nations Convention on the Rights of Persons with

not exclude assistive devices for particular groups of

SEC. 5. Inclusion Policy for Learners with Disabilities

in Public and Private Schools. – No learner with disability
13
shall be denied admission and inclusion in any public or
14
private early or basic education school in the country to
15
afford such learners with equitable opportunities to
16
educational services: Provided, That the services and
17
reasonable accommodation accorded the learners with
18
disabilities shall be based on the IEP as provided in this
19
Act.
