No. 137 RECE. • , El- Introduced by Senator SONNY ANGARA AN ACT PROHIBITING DISCRIMINATION ON THE BASIS OF AGE, RACIAL OR ETHNIC ORIGIN, RELIGIOUS BELIEF OR ACTIVITY, POLITICAL INCLINATION OR CONVICTION, SOCIAL CLASS, SEX, GENDER, SEXUAL ORIENTATION, GENDER IDENTITY AND EXPRESSIONS, MARITAL OR RELATIONSHIP STATUS, DISABILITY, HIV STATUS, HEALTH STATUS OR MEDICAL HISTORY, LANGUAGE, PHYSICAL FEATURES, AND OTHER STATUS, AND PROVIDING PENALTIES THEREFOR Be it enacted by the Senate and House o f Representatives o f the Philippines in Congress assembled: 1 2 Section 1. Short Title. - This Act shall be known as the "Comprehensive A ntiDiscrimination A ct o f 2019." 3 Sec. 2. Declaration o f Policy. - I t is the policy of the State to work actively for 4 the elimination of all forms of discrimination that offends the equal protection clause 5 of the Bill of Rights, and the State's obligations under human rights instruments 6 acceded to by the Republic of the Philippines, particularly those discriminatory 7 practices based on age, racial or ethnic origin, religious belief or activity, political 8 inclination or conviction, social class, sex, gender, sexual orientation, gender identity 9 and expressions, marital or relationship status, disability, HIV status, health status or 10 11 12 medical history, language, physical features, or other status.
