Willful failure, refusal or negligence by the disciplining authority in the initiation,

investigation and disposal o f disciplinary proceedings due to violations o f this Act shall
3
be a cause for dismissal from the service of the disciplining authority.

Any sanctions for violations provided under this Act shall be without prejudice
5
to the criminal penalties and sanctions provided under the Republic Act No. 8371 or
6
otherwise known as The Indigenous Peoples' Rights Act o f 1997.

Sec. 7. Implem enting Rules and Regulations. - The Department o f National
8
Defense and the Department o f Interior and Local Government shall collaborate and
9
issue within thirty (30) days from the effectivity of this Act the Implementing Rules
10
and Regulations for the effective implementation o f this Act.

The implementing rules and regulations shall provide accommodations for
12
members o f the ICCs/IPs regarding their admission and shall avoid qualifications and
13
disqualifications that discriminates them due to their diverse qualities.

Sec. 8. Separability Clause. - I f any provision o f this Act shall be held
15
unconstitutional or invalid, the other provisions not otherwise affected shall remain in
16
full force and effect.

Sec. 9. Repealing Clause. - All laws, decrees, executive orders, proclamations
18
and other executive issuances which are inconsistent with or contrary to the provisions
19
o f this Act are hereby amended or repealed accordingly.

Sec. 10. Effectivity C la u s e .-l\\\s Act shall take effect fifteen (15) days following
21
its complete publication in the Official Gazette or in two (2) national newspapers o f
22
general circulation.
