In fact, in 2018, from the LGU and NGA focused training courses on Disaster Risk Reduction and Management (DRRM), the OCD Central Office shifted OCDs clientele to National Anti-Poverty Commission identified sectors, to include the women sector. With this shift in focus, the OCD developed training courses which will mainstream the role of women in DRRM by including the same in the yearly targeted capacity building activities of the RDRRMCs all over the country. These training courses aim to increase the DRRM awareness of women, including their communities and to strengthen their capacities. In August 2018, RDRRMC 3/ OCD 3 conducted a three (3) day Community Based Disaster Risk Reduction and Management (CBDRRM) Training for women and produced a total of forty (40) graduates. Aside from the training, women were also target participants in the conduct of the quarterly Nationwide Simultaneous Earthquake Drill of the Regional Office. In 2019, RDRRMC 3 / OCD 3 conducted a one (1) day DRRM Training for Women which produced forty (40) women graduates. While in 2020, a one (1) day DRRM Training for Women and Senior Citizens were conducted in the first quarter. However, other trainings set to be conducted for the remainder of the year as well as the rendition of technical assistance were cancelled due to COVID-19 pandemic. The NDRRMC / OCDs focus was on COVID-19 response operations. On the other hand, the Department of Social Welfare and Development (DSWD RO3) as the lead agency in the Response Pillar in the RDRRMC, issued Camp Coordination and Camp Management and Protection COVID-19 Operational Guidance last May 20, 2020 that will support DSWD Offices, LGUs and other stakeholders in providing camp management and assistance to all internally displaced persons especially the vulnerable sectors, i.e. elderly, women and children, in times of typhoon season amidst the COVID-19 pandemic. Aside from trainings and guidelines conducted and issued for the purpose, women and gender concerns were also mainstreamed by the RDRRMC 3 through active participation in the Regional Gender and Development Committee III of the Central Luzon Regional Development Council. 26
