any g o v e r n m e n t a l action for that matter, that w i l l affect
public interest,
including impact o n territorial integrity,
economic and social order,
particularly to consult the
indigenous communities and M u s l i m communities i n the
affected areas, the N a t i o n a l C o m m i s s i o n o n Indigenous
Peoples, the local c h i e f executives and other stakeholders
who
stand to be affected, directly or indirectly, b y the
proposed measure bearing i n m i n d the right o f the people to
participation o n all matters that affect t h e m ;
2.
t o ensure transparency and fiill disclosure o f all transactions
i n v o l v i n g public interest - including the intended M O A A D
as
guaranteed
under the Constitution taking into
consideration the right o f the people to information o n
matters o f public concern;
3.
to respect the people's freedom o f speech, o f expression or
o f the press, or the right o f the people peaceably to assemble
and petition the g o v e r n m e n t for redress o f grievances,
enshrined i n the Constitution, especially i n these times o f
passionate inquiries and protests, w h i l e safeguarding public
order and safety and observing the Public A s s e m b l y A c t and
other guidelines; and
4.
to continue to pursue durable and long-lasting solutions to
the conflict w i t h the a i m o f attaining just, sustainable and
comprehensive peace and development for all.
For
the Legislature:
1.
to enact l a w s that w i l l ensure true and lasting peace and
d e v e l o p m e n t especially i n the countryside w h e r e the socalled poorest o f the p o o r are f o u n d ; and
2.
to take the opportunity to review the I P R A and accordingly
a m e n d it t o strengthen the l a w and its i m p l e m e n t a t i o n .
For the M o r o Islamic Liberation Front ( M I L F ) and other
groups:
1.
armed
t o s h o w the true spirit o f peace by respecting the h u m a n
r i g h t s o f a l l a n d r e f r a i n i n g f r o m u s i n g v i o l e n c e as a m e a n s o f
attaining their ends. E v e n groups that feel the need to protect
t h e m s e l v e s f r o m possible v i o l e n c e are r e m i n d e d o f the need
to respect h u m a n rights.
