VI. OTHER HUMAN RIGHTS CONCERN
A. C l i m a t e C h a n g e
Climate change is one of the greatest threats to human rights of our
generation, posing a serious risk to the fundamental rights to life, health,
food, and on adequate standard of living of individuals and communities
across the world (UNEP, 2015). In the Cordillera Administrative Region
(CAR), manifestations of climate change are now felt by majority, most
especially by upland farmers whose agricultural production is vulnerable
to the increasingly unpredictable weather conditions. Although the local
communities in the Cordillera region have been able to maintain a
sustainable relationship with the resources through their indigenous
knowledge and practices, climate change has severely affected the
region’s agriculture sector (Sandoval Jr, R. S. and Baas, S. 2014).
Being the head-agency mandated to address such issues on climate
change, the Department of Environment and Natural Resources – CAR
(DENR-CAR) has presented its monitoring report for its Climate Change
Output Indicators for their programs in the Cordillera for January to June
2020:
