As compared with 2nd semester 2019 with eighteen (18) cases, there is a decrease of seventy-two percent (72%) in the number of cases involving children received by this office for the 1st semester 2020. Among the cases that were docketed and investigated by this office were as follows: CHR-CAR 2020-0054: Violation of the Rights of the Child (Right to Life) Child-victim “DMD”, a 7-year old boy was found dead in his bedroom hanged in a seating position with a scarf tied in his neck on 30 May 2020 in Baguio City. Allegedly, the boy suffered abuse under the care of his guardian-spouses Dalipog. As a result of police investigation, spouses Dalipog were the prime suspect. They will face Murder and violations of Section 10 of Republic Act 7610, Section 9 of Republic Act 11332 and Obstruction of Justice were filed at the Prosecutor’s Office in Baguio City against the spouses. CHR-CAR 2020-0040: Violation of the Rights of the Child (Sexual Abuse) Sometime in 2018, child-victim “MAB”, then sixteen (16) years old was allegedly raped by PFC Paul Tamang of the 54th IBPA when she was alone in their house doing the laundry. However, it turned out that the case was already settled through “customary laws” which was attended by elders, some barangay officials, family members of the respondent and father of the victim. In the Cordillera, “customary laws or traditional system” of settling dispute/cases is so strong like in the second case which happened in Tinoc, Ifugao. During investigation, it has been raised that child-victims of sexual abuse that were amicably settled did not undergo counselling. Every barangay must be reminded that the protective custody and appropriate psychosocial interventions to the victims are essential for their rehabilitation and well-being. Every barangay including the villagers must be reminded that cases of sexual abuse has negative impact on the victims’ mental and emotional health hence, proper psychological treatment must be given and not disregarded. FAVOURABLE GRANT OF FINANCIAL ASSISTANCE CHR-CAR records show that from January to June 2020, this office has granted a total of eleven (11) financial assistance to victims of HRV/A. Out of eleven (11), seven (7) are child-victims of different forms of abuse.
