Sherwin De Vera is a former researcher of Ilocos Human Rights Alliance KARAPATAN who became a journalist and editor of Northern Dispatch.
He was an environmental activist and led the creation of Save the Abra
River Project. On January 24, 2020 as he was covering a rally, he was
tagged as an NPA supporter by the PROCOR (Police Regional OfficeCordillera).
2. WINDEL BOLINGET (CHR-CAR Case No. 2020-0041)
Windel Bolinget is the current chairperson of Cordillera Peoples Alliance,
an organization which caters to the needs of the Indigenous people and
their rights. On the April 16, 2020 there has been various posts tagging
him and his children as NPA supporters and recruiters. Also, Mayor
Gabino Ganggangan of Sadangga, Mt. Province has been consistent
in his posts that Mr. Bolinget and the CPA are NPA supporters and
recruiters.
3. HECTOR SUCTE (CHR-CAR Case No. 2020-0042)
Hector Sucte is the chairperson of Pinatud - Anakbayan, a youth
organization which is part of Anakbayan. On March 15, 2020, members
of the Office of the Presidential Adviser on the Peace Process (OPAPP)
went to the house of his childhood friend to talk with him. He was
accused as a member and supported of the NPA. He was then told that
they want to recruit him to be their informant. He said that he will think
about the offer.

(YANAT)REPRESENTED BY CHRISTOPHER MUNOZ (CHR-CAR Case No.
2020-0043)
YANAT is a youth organization which advocates the end of extra judicial
killings and abuses of the government. Several members of the
organization were tagged as communist supporters and recruiters.
YANAT was also tagged by PROCOR as a communist front organization.
5. CHRISTIAN DAVE RUZ (CHR-CAR Case No. 2020-0045)
Christian Dave Ruz is the representative of Kabataan Partylist in the
Cordilleras. He was subjected to several social media posts (eg.
Facebook accounts and pages) tagging him as CPP NPA recruiter in
Baguio City.
