This study consolidates data gathered from the Commission’s 16 regional offices’
summits, FGDs with service providers, and FGDs with community women. It features
findings, analysis, and recommendations on the regional mapping of legal referral
mechanisms based on experiences detailed in regional reports.
III. Discussion of Findings
Common Offenses Against GBV Victims: Prevalence of GBV among vulnerable and
marginalized women
Regional reports show that Filipino women and children are most vulnerable to violence
experienced at home and often perpetrated by a family member. Domestic violence is
experienced in combinations of its verbal, physical, mental, psychological, economic, and
sexual forms. In both public and private spaces, women and children are in danger of
rape and other forms of sexual violence, among others. Younger children are in danger
of falling prey to incestuous fathers or father figures. In poorer communities, cases of child
trafficking and prostitution continue to rise as young children are coerced to participate in
sexual activities in exchange for some money for day-to-day survival.
The lack of access to education and economic means among women and children place
them at risk for GBV. Repeated abuse and intimidating conceptions of GBV services such
as legal processes aggravate fear among GBV victims which discourages many from
seeking help.
Though not exclusively, domestic violence is most commonly experienced for of GBV by
poor women who depend on their husbands for financial support. According to service
providers, many of these women married early as a result of unexpected pregnancies.
