In reference to figure 10, sensitivity and exposure ranks are both obtained from the result in
table 8, with a sensitivity rank of medium (M) and exposure rank of low (L). From this, a
potential impact of low (L) yielded. As for figure 11, sensitivity and exposure ranks are
obtained from the result in table 9, with a sensitivity rank of medium (M) and exposure rank
of medium (M), this then resulted to a potential impact of medium (M). These potential
impact results will then be integrated to their corresponding adaptive capacity ranks which
will then be discussed on the next portion of this manual.
b.) Cross-tabulation between Potential Impact and Adaptive Capacity for Vulnerability
At this point, potential impact is already determined. Cross-tabulate the yielded potential
impact with the adaptive capacity rank to determine the degree of vulnerability of the area.

Figure 13. Cross-table for Vulnerability
(Excerpt from Zamboanga City Data
In reference to figure 12, low (L) potential impact yielded in figure 10 is integrated by crosstabulating the value with its corresponding adaptive capacity rank of low (L), shown in table
8, yielded a vulnerability rating of medium (M). Whereas in figure 13, medium (M) potential
impact yielded in figure 11 is integrated by cross-tabulating the value with its corresponding
adaptive capacity of low (L), shown in table 9, yielded a vulnerability rating of high (H).
A system with a result of high potential impact (PI) and low adaptive capacity (AC), medium
PI and low AC, and medium PI and low AC are interpreted as highly vulnerable system. In
contrast to that, a system with a result of low PI and medium AC, low PI and high AC, and
medium PI and high AC are interpreted as least vulnerable system. Moreover, a system with
an offsetting value for PI and AC is interpreted as moderately vulnerable system (e.g. LL,
MM, HH).
