As a general observation, the DFA reports noted the increasing number of maltreated and
sexually abused women; but their decision not to file a case against their perpetrators are due to
either of the following reasons: 1) pressure from families not to file a case 2) would like to
immediately go home to their families 3) may be stranded for a long time due to court hearing
schedules; 4) lack of evidence. It was also mentioned that there was an increasing number of
HSW runaways due to unfair labor practice such as working in various households/for relatives
of the sponsor/ employer.21
