4) Those whose mothers are citizens of the Philippines and, upon reaching
the age of majority, elected Philippine citizenship; and
5) Those who are naturalized in accordance with law.

No person shall be a member of the House of Representatives unless he is a
natural-born citizen of the Philippines and, on the day of the election, is at
least twenty-five years of age, able to read and write, and except the partylist representatives, a registered voter in the district in which he shall be

thousands of aliens were naturalized by Presidential Decree where the screening of the
applicants was undertaken by special committee under Letter of Instructions No. 270,
dated April 11, 1975, as amended.
[12] Section 2, Act 473 provides the following qualifications:
(a) He must be not less than 21 years of age on the day of the hearing of
the petition;
(b) He must have resided in the Philippines for a continuous period of not
less than ten years;
(c) He must be of good moral character and believes in the principles
underlying the Philippine Constitution, and must have conducted himself in a
proper and irreproachable manner during the entire period of his residence
in the Philippines in his relation with the constituted government and as well
as with the community in which he is living;
