service. The capacity of health manpower to meet the health demand is an indication of government

As for the disaster preparedness it has to have a plan (DRRMP), an office and staff that run it as well
as a policy cover. This measure is under the compliance to national directives metric under the
government efficiency indicator.
As for the Indicator of health infrastructure capacity. It is defined as lack of hospital space that poses
danger to health delivery and worsens quality. The input indicator is 1. Number of hospital beds in
locality 2. Population. These two indicators only give us a small picture of the governance and
infrastructure component of the health portion. When seen together with the other non-health
indictors it will give you a gauge of the progress of the competitive index of a municipality.

The index in part will give us a rough picture of the government efficiency and infrastructure level
that may be needed in adaptive capacities.
A focused interactive discussion using a participatory approach to get health workers and
community was done to identify the a) Health hazard and Exposure: Determine Historical Timelines
of perceived Diseases; b) Health Vulnerabilities: Determine ‘climate sensitive’ diseases and their
occurrence in the area; and c) Health vulnerabilities in the area using a health infrastructure and
disease vulnerability ranking process. An initial adaptation capacity assessment to determine
response mechanisms to the diseases (current, cross sector, gaps and weaknesses in response to the
outbreaks) was likewise done to give us an illustration of the climate change and health situation.
