CICL/CAR for disobedience to ECQ guidelines like curfew violations or
other crimes, and;
d) Ensures that all necessary measures are undertaken especially
the confidentiality of cases to safeguard the welfare and protection of
the victims.
We also asked data on GBV cases in the region covering the period of January December
2019. Based on the data provided, Misamis Oriental got the highest number of reported
GBV cases with a total of 828 cases, Bukidnon came in second with 374 reported cases,
Lanao del Norte 294, Misamis Occidental 156, and Camiguin with only 36 reported cases.

POLICY ADVISORY SERVICES
Early this year, this office issued a bulletin on the ‗ CHR‘S POSITION ON THE ANTIDISCRIMINATION ON THE BASIS OF SEXUAL ORIENTATION, GENDER IDENTITY AND
EXPRESSION BILL (Senate Bill No. 1271)‘. This is in response to the letter-request from the
Committee on Social Services, Cagayan de Oro City, whereby a group of individuals
expressing opposition on the passage of said bill in connection with draft Cagayan de Oro
City Diversity and Equality Ordinance (CDEO). The bulletin provides a clear response and
stand of CHR as Gender Ombud re: Senate Bill No, 1271 vis-à-vis CDEO. Copy of said
bulletin was posted online for the public to read and transmitted the same to the Office of
the Committee on Social Services. (A copy of the HR Bulletin is herein attached).
Immediately after the issuance of the abovementioned bulletin, this office has once again
issued and transmitted a copy of the ‗Human Rights Bulletin Supporting the Passage of the
