Implementing Rules and Regulations. - Within ninety (90) days 5 from the approval of this Act, the COMELEC shall, in consultation with other relevant 6 government and nongovernment agencies, promulgate the rules and regulations 7 necessary to implement this Act. AND CONFIRMATION PROCEDURES TO 8 Sec. 6. Separability Clause. - If any part or provision of this Act is 9 declared unconstitutional or invalid, other parts or provisions thereof which are not 10 affected thereby shall continue to be in full force and effect. 11 Sec. 7. Repealing Clause. - All laws, decrees, executive orders, rules and 12 regulations or other issuances or parts thereof, inconsistent with this Act, are hereby 13 repealed, amended or modified accordingly. 14 15 Sec. 8.
