Section ~'1. 'Sep arahility Clause. If any part or section of this Joint Memorandum
'Circular 1;- held invalid, all other provisions, parts or sections not affected thereby
shall remain in force.
Section 15. Repealing Claus e. This Joint Memorandum Circular shall supersede all
other issuances or instructions inconsistent herewith.
Section 16. Effectivity. This Jpint Memorandum Circular shall take effect fifteen
(15) days after its publication in a newspaper of general circulation and upon
acknowledgement by the Office of the National Administrative Register (ONAR).
