I. METHODOLOGY
The Regional Situation Report used a descriptive-comparative and evaluative
research design. The report is also a quantitative-qualitative type which
expounds data in tables and figures with an explanation after each data. The
entries in the Report were based on data given by partner agencies and
obtained during the conduct of investigation.
As part of its mandate, CHR-CAR conducts regular and
systematic
investigations of alleged human rights violations, monitoring of jails / PDLs /
CICLs, human rights promotion/trainings and focus group discussions around
Cordillera. In the conduct thereof, data and information were gathered and
made the bases of this situation report. Moreover, some data were also
provided by partner agencies.
II.
SCOPE AND CONTEXT OF THE REPORT
This is the Regional Situation Report of the Commission on Human Rights Cordillera Administrative Region for the period of January to June 2020. Part III
of the report shows important data and statistics on complaints received by
the region including Civil and Political Rights violations docketed as regular
cases for investigation. Part IV pertains to the data and statistics on complaints
and issues pertaining to Economic, Social and Cultural Rights. Part V is about
the human rights concerns of the vulnerable sectors in the society such as
Women, Children, Internally Displaced Persons (IDPs), Persons Living with HIV,
Indigenous Peoples, Farmers, Persons with Disability (PWDs), Older Persons,
Persons Deprived of Liberty (PDL), and Human Rights Defenders. Part VI refers
to other human rights concerns such as Climate Change and Disaster Risk
Reduction and Management. Program Part VII and VIII contain the concluding
observations and recommendations to improve the human rights situation in
the region.
III.
CIVIL AND POLITICAL RIGHTS
The Regional Field Office received 62 complaints for the first semester of 2020
(January to June). 35 of which were docketed as Other Legal Services while 27
were docketed as regular cases for investigation.
