Household site assessment: This criterion measures the degree of exposure of a fisher’s household to weather disturbances and climate related incidence (flash floods, landslides and alike) in a given year. Rare occurrence of weather disturbances is given a score of 1 and 2, intermediate occurrence of weather disturbances is given a score of 3 and 4, and a score of 5 is given if there is a frequent occurrence of weather disturbances on the area. Community site assessment: This criterion measures the degree of exposure of a fisher’s community to weather disturbances in a given year. Rare occurrence of weather disturbances is given a score of 1 and 2, intermediate occurrence of weather disturbances is given a score of 3 and 4, and a score of 5 is given if there is a frequent occurrence of weather disturbances on the area. 2.3. SCORING FOR ADAPTIVE CAPACITY The adaptive capacity factors used in the Fish Vool are the livelihood income generated either from fishing or by other means, level of awareness of the fishers to climate change and its impact to their livelihood, access to information to be knowledgeable regarding climate change, adaptive strategies implemented or used against extreme weather disturbances, household literacy, fishing gear modification and replacement, and community support system against climate change. Each of these adaptive capacity factors are scored relative to the information generated from the questionnaire given to the key informants. Scores range from 1 to 5, with 1 being the lowest adaptive capacity and 5 being the highest adaptive capacity. Table 4. Adaptive Capacity Rubrics for Scoring SCORE CRITERIA LOW MEDIUM HIGH (1-2) (3-4) 5 Annual income obtained from fishing More than 80% of annual income generated from fishing (1); 60-79% (2) 40-59% of annual income generated from fishing (3); 20-39% (4) Less than 20% of annual income generated from fishing Awareness to climate change No idea or barely has idea about the topic Moderately knows the topic Knows the topic very well Access to information No source of information (1); 1-2 sources of information (2) 3-4 Sources of information (3); 5-6 Sources of information (4) More than 6 sources of information Adaptive strategy No precautionary measures (1); Insignificant precautionary measures (2) Minor precautionary measures but significant More adequate and significant precautionary measures Literacy Out of school youth (1); Elementary non-graduate or graduate (2) High-school non-graduate (3); High-school graduate/Skilled (4) College student/graduate Vocational student/graduate Gear modification or gear replacement for the past 10 years No modification, no knowledge, and no resources (budget) With some modification, with some knowledge, and with limited resources Unsuccessful With full modification, knowledge, and resources; Successful modification Programs or support systems against climate change No programs or support systems against climate change done 2-3 programs or support systems against climate change done More than 4 programs or supports systems against climate change done Annual income from fishing: Livelihood income from fishing is a common indicator that characterizes the economic profile of a community that depends on fishing resources.
