Atty. Chua-Garcinez delivered the welcome message on behalf of La Union Gov. Francisco
Emmanuel “Pacoy” R. Ortega III. Since she participated during the morning session of the FGD,
she also gave a brief background of the activity. She informed the participants that the dialogue
will focus on gender-based violence particularly violations on RA 9262 and RA 7610, expecting
a fruitful and meaningful discussion.
Moving further, Atty. William discussed the purpose of the activity, which seeks to explore the
legal referral mechanisms on GBV-cases. This is in response to the role of CHR as gender
ombud, where one of their functions is to establish a repository of data concerning GBV-related
cases. The FGD also seeks to answer issues being faced by the respective organizations in
handling GBV-related cases. The specific objectives were also discussed, which was already
documented in the early part of this report.
