As Gender O m b u d under the M a g n a Carta of W o m e n ( R A 9710) a n d as
a National H u m a n Rights Institution, the Commission on H u m a n Rights is
c o m m i t t e d t o the protection and p r o m o t i o n o f the rights o f persons w i t h
diverse sexual orientation a n d gender identity and expression ( S O G I E ) . W e
recognize t h e v a r i o u s f o r m s o f d i s c r i m i n a t i o n a n d violence t h a t persons face
o n grounds o f sexual orientation a n d gender identity a n d h o w these a r e
l i n k e d w i t h other f o r m s o f discrimination. W e w o r k w i t h the Lesbian, Gays,
Bisexual, Transgender and Intersex ( L G B T I ) communities i n mainstreaming
gender equality and i n the protection and p r o m o t i o n of the h u m a n rights o f
LGBTI.
This end of June, the H u m a n Rights Council will b e deliberating o n the
resolution presented b y Latin A m e r i c a n group (Argentina, Brazil, Chile,
Colombia, Mexico and Uruguay) on the establishment of a U N Independent
Expert o n Sexual Orientation and Gender Identity. This resolution follows
the 2011 U N resolution o n H u m a n Rights, Sexual Orientation and Gender
Identity presented b ySouth Africa and the 2014 resolution presented b y the
L a t i n A m e r i c a n core group. A s allies a n d as advocates o f L G B T I rights, a n d
as m e m b e r o f t h e A s i a P a c i f i c F o r u m o f N a t i o n a l H u m a n R i g h t s I n s t i t u t i o n s ,
t h e C o m m i s s i o n fully supports the call f o r t h e c r e a t i o n o f a U N
Independent Expert o n Sexual Orientation o n Gender Identity (SOGI).
W h i l e the Philippines abstained o nthe 2011 Resolution, it supported
the 2014 S O G I resolution and has expressed openness i n General Assembly
discussions. W e b e l i e v e t h a t t h e d e l i b e r a t i o n o f t h i s R e s o l u t i o n is y e t a n o t h e r
chance for the country t o s h o w its support and c o m m i t m e n t t o the h u m a n
rights of L G B T I . A s a current voting member of the H u m a n Rights Council,
w e strongly urge t h e PhiUppines to s t a n d o n the side o f equality
and for the h u m a n rights o f L G B T I . T o g e t h e r w i t h o t h e r m e m b e r s o f
