REGIONAL SITUATION REPORT ON CHILDREN
July to December 2020
I.
Introduction and Rationale
Pursuant to Article XIII of the 1987 Philippine Constitution, in relation to Executive
Order No. 163 and relevant international human rights instruments, the Commission on
Human Rights shall investigate and monitor all forms of violations and abuses against
children, as well as the human rights situation of children in the country and of Filipino
children abroad. As the Ombudperson for Children pursuant to CHR Resolution No. A2007129, the CHR likewise represent the rights and interest of children and young people in the
light of the Philippines’ obligations under the UN Convention on the Rights of the Child.
II.
Regional Human Rights Situationer
For the period covered, CHR Region 1 was able to resolve twenty-eight (28) cases
involving children. Two of which involved physical abuse and the rest are all for violation of
the right to protection of honor and reputation.
With respect to Other Legal Services (OLS), we have assisted forty-seven (47) cases
concerning children for the period covered. But some of the named complainants herein as
reflected in CHR Form 9-D are the parents or guardians of the children. They are as follows:

This jurisdiction has not received any complaint and no recorded incidents of Grave
Child Rights Violations (GCRVs) in situations of armed conflict which includes a) Killing
and Maiming of Children; b) Recruitment or use of children in armed forces and groups; c)
Attack on schools or hospitals; d) Rape and other grave sexual violence against children; e)
Abduction of children; and f) Denial of humanitarian access to children.
